JCP and DD Form 2345: prepare for controlled technical data access
Use the current DLA portal process, establish your prerequisites, and request authorized access to solicitation attachments.
General educational guidance. Your contract and current official instructions control. No restricted information is accepted here.
The U.S.–Canada Joint Certification Program supports eligible entities seeking access to unclassified military technical data that is not public. DD Form 2345 is associated with that certification; follow the current DLA portal process rather than assuming an emailed paper form is the application route. JCP certification is not an export license or automatic access to every SAM.gov attachment.
As checked October 16, 2026, DLA’s U.S. instructions call for active and accurate SAM registration, a CAGE code, an assessment posted in SPRS, export-control handling training, and business documentation. The page warns that processing timelines are extended. Canadian applicants must follow the separate Canadian instructions.
Step-by-Step Process
Complete the prerequisites
Use DLA’s current U.S. checklist. Check SAM validity, CAGE information, your NIST assessment record, and the required training. Resolve discrepancies before applying.
Open the official U.S. checklistPrepare the portal application
Designate the appropriate data custodian and assemble the requested business and training records. DLA currently requires recent state proof of good standing or equivalent status for the relevant entity types; its instructions address sole proprietors separately.
Submit only through official channels
Use the JCP portal linked from DLA and respond to analyst requests. Do not send business records, controlled data, or identity documents to this website.
Request notice-specific access
After approval, follow the individual solicitation’s instructions and contact its contracting office about restricted attachments. The data owner still determines release and any additional restrictions.
Frequently Asked Questions
Does JCP unlock all restricted attachments?
No. Certification supports eligibility, but an agency may require further validation and notice-specific approval.
Is an assessment still needed after the CMMC Phase II suspension?
DLA’s current JCP announcement says an NIST SP 800-171 assessment must be posted in SPRS even if a CMMC assessment has been completed or started. Canadian applicants should seek the clarification directed on the DLA page.
Can I upload restricted attachments here for help?
No. Haze Gray hosts public explanations and metadata only. Keep controlled technical data and other restricted material in an authorized environment.
